Solution 3: Disable USB Root Hubs
USB hardware can also cause System interrupts and high CPU issues. You can disable USB Root Hubs in Device Manager to fix it.
1) Follow step 1 of Solution 2 to head to Device Manager.
2) Find and expand the Universal Serial Bus controllers dialog.
Then right-click on each USB Root Hub except the ones for your keyboard and mouse. Choose Disable device.
